The suggestion I am going to utter is the post people make on Off Topic section shouldn't be counted, because this is the shrewd way of earning posts; claiming the reward. Secondly, there is no point of having earning posts for just talking recklessly.

That is actually a nice suggestion but it is already not being counted. Offtopic is created just to let people to discuss things which may not really fit in niche of I&B forum.
