How to check access controll in yii

perks:
HI ,
     i am using rights module for defining some role to my users i configure this module easy to my use and i assign some role to my user as admin but problem is that when he login with his credential  and try to manage the other user application show me an error
 
You are not authorize for complete this task  what should i do.
