I think you should either add or split the 'off-topic' forum into sub-forums like sports, gaming, music, tv etc. This brings more discussion to your forum and I know I like to talk about them! But yeah other people who aren't computer nerds might like something that we can all discuss together!

Well, from my past experience and also as other says, start forum with minimal boards and add them gradually. I will definitely add more once we see such kind of activity here. But if you think adding more boards can bring more activity then chances are only 1%.
