How to code Paypal and Facebook credit like site?

Do you know Paypal or Facebook credit?
They have their own payment methods,my question is how to make something like that and do i need coding skills?

Wow!  That's very ambitious!  I admire the scope! But it is not a little like re-inventing the wheel?
Are you hoping to start a bank or simply develop the software to sell to one?

i'm hoping to make a new online bank,but not like paypal..just more smaller like facebook credit

That is really interesting , but I suggest you to start with some thing small, as get expert then go to bigger things.
