Title: Best Open Source HTML, XHTML CSS Editor Software Windows 7

Hi

I am looking for best but free opensource windows 7 HTMlL, XHTML, CSS editor, my requirement is that I want to it give to people who know very little html, but they can create html document using it.

They are not programmer but they are supposed to create small pages .

Please give me suggestions.

notepad++ is lightweight and free,but why don't you just give them cms like wordpress or joomla
