Gimp is very good.
It can do very advance things and if you starting to learn then start with GIMP, its free and also now widely accepted.
Please give a day or to follow GIMP tutorial here: http://www.gimp.org/tutorials/
You will definitely learn good things which will help you in long term.

photoshop cs 5 is the best this my own example (http://content.screencast.com/users/axeldevara/folders/Jing/media/3dd7daec-0c6d-4830-834d-643555e89263/2012-01-20_1649.png)

To create the required image choose the rectangle selection tool. In the options there is an option for curved corners. Increase or decrease it to your own needs.
Next select the paint bucket and pour in your favorite color.
